The First day of issue was 8 January 1919 according to three sources, but some catalogues list the 5th February 1919.  The January date indeed appears to be very early, considering that the stamps would thus be issued only 5 days after Riga was taken by the Soviets.  The stamps were printed in four panes per printing sheet whereby each pane was perforated 9 3/4 horizontally in the middle only, thus dividing the pane into two parts, each of 50 stamps.  Officially, imperforate stamps only were issued.  Unofficially a small quantity was perforated and used for franking.

According to Petrevics the quantities issued were as follows:

Value Date sheets were delivered # of Imperforated # of Perforated
5 kap. February 5th, 1919 245,000 15,000
10 kap. February 5th, 1919 220,000 20,000
15 kap. February 5th, 1919 280,000 20,000
