These stamps were issued between February and August 1919. The pelure paper used is also known as "cigarette paper" and "copy paper". The arrangement of stamps on the printing sheet is the same as of issue B, and also of this issue officially only imperforate stamps were issued. However, some of the panes were perforated by a private firm and sold at the Liepaja Post Office. In general, the paper was difficult to handle, and the stamps were replaced by issue D. The denominations of 3, 25, and 75 Kap. are considered to be speculative issues as there was no requirement for them. the same denominations were already available on good quality paper.
