Beginning with issue E all stamps were printed by the
Government printing works in Riga. The two stamps were printed on
the same laid paper as the large One Year or Independence issue.
The stamps are the fist bi-colored ones of Latvia.
The stamps were issued on 14 November 1919. They
were printed as follows: the 3 Rubli stamps 20 x 11 = 220 per
sheet, and the 5 Rubli stamps 20 x 10 = 200 per sheet.
There is not explanation for the high denominations of
these stamps, as at the time the postage for a domestic letter was only
15kap. and for a foreign letter 35kap. The stamps were later used
in large quantities as postage increased due to inflation.
